Overview
- The government published Supreme Decree N.° 149-2026-PCM on Tuesday, November 3, 2026, placing 1,380 districts across 25 departments and the Constitutional Province of Callao under a 60-day state of emergency.
- The declaration is grounded in technical reports from Senamhi, Cenepred, Enfen and Indeci, which identified very high risk scenarios and said regional response capacity has been exceeded, so Indeci will coordinate technical actions and follow-up.
- The decree lists the affected districts in an annex published in El Peruano and specifically includes 33 districts in Lima Metropolitana and districts in 191 provinces, not necessarily every jurisdiction in each department.
- Multiple national ministries — including Health, Education, Agriculture and Riego, Housing, Defense, Interior, Transport and Communications, Energy and Mines, and Social sectors — are mobilized to carry out prevention, response and rehabilitation measures that must be causally linked to the El Niño threat.
- Initial reports on November 3 noted light rain and localized flooding in parts of Lima and river overflow reports in Tumbes and Piura, and authorities say interventions will be financed from institutional budgets and may be adjusted as needs and technical studies require.
