Overview
- The congressional Subcommittee on Constitutional Accusations approved a final report recommending charges for concusión against former president Martín Vizcarra and former health minister Pilar Mazzetti by a vote of 11–2 with 1 abstention.
- The report attributes to Vizcarra the inducement of the lead Sinopharm trial researcher to deliver doses for his benefit and that of his close circle, and to Mazzetti similar influence over another team member to obtain doses.
- The document concludes there are sufficient and reasonable indications of concusión under Article 382 of the Penal Code.
- Under Article 89(g) of Congress’s rules, the Permanent Commission must name an accusatory panel to present the case to the full chamber, and if the plenary later approves an accusation the two could face disqualification from public office.
- The session also declared two separate complaints inadmissible against lawmakers María Córdova and Hilda Portero, and it concluded the hearing in the case against Pedro Castillo and Walter Ayala, giving the case delegate five working days to file a final report.
