Peru Comptroller Flags Five Regions for Sub-50% Use of S/1.42 Billion in Investment Funds

The audit office warns unspent investment may revert to the Treasury at year-end.

  • As of September 16, 2025, Huánuco, Lambayeque, Áncash, Callao and Tumbes had executed under half of their public investment budgets, totaling S/ 1,424 million.
  • Execution rates reported were Huánuco 41.4%, Lambayeque 44.8%, Áncash 44.9%, Callao 45.2% and Tumbes 49.9%, figures verified on MEF’s Transparency Portal and the Investment Monitoring System (SSI).
  • The Comptroller notes around 50 projects that should have finished in the first half of the year were still active as of August 4, prompting extensions, reprogramming or liquidations.
  • Following August alerts, some underperforming regions showed slight improvement from below 40% to the 41%–49% range, yet progress remains insufficient.
  • The low execution threatens delays to hospitals, schools, roads and water and sanitation works, and the Comptroller says it will maintain oversight and has issued preventive and corrective recommendations.
