Peru Bill Would Require Caller ID Prefix for Call-Center and Telemarketing Calls

MTC, with OSIPTEL, would set the prefix rules plus penalties to curb intrusive phone solicitations.

  • Congresswoman Diana Gonzales Delgado of Avanza País introduced the six-article proposal on December 2.
  • The measure covers calls from call centers, corporate switchboards and automated systems used for commercial, promotional, collections or telemarketing purposes.
  • All covered outbound calls would have to begin with a standardized numeric prefix visible on Caller ID to flag their origin and purpose.
  • The bill assigns the Ministry of Transport and Communications, in coordination with OSIPTEL, to define the prefix structure, included call types and the sanctions regime.
  • It adds a consumer safeguard requiring people aged 70 or older to physically ratify any telephone contract with a signed document delivered to them, and the initiative now awaits congressional review.
