Overview
- Supreme Decree No. 239-2025-EF, published on November 2, authorizes S/48,058,483 from the Contingency Reserve for the Public Ministry.
 - A separate S/45,621,426 movement sends Public Ministry funds back to the Contingency Reserve as a technical reprogramming that does not raise net spending.
 - Resources will finance travel and field actions by prosecutors, participation in hearings, connectivity, and the operations of criminal, specialized, and mixed prosecutorial offices.
 - The package strengthens the Institute of Legal Medicine and supports modernization projects such as the Electronic Case File, DNA labs in Lima, Arequipa and Lambayeque, and the National Human Genetic Profiles Center.
 - Agencies must approve the budget breakdown within five calendar days, as the government advances a 68% complete de-bureaucratization push and the MEF prepares an urgency decree to free about S/1.2 billion for security.
