Peru Audit Finds S/6.03 Billion Paid on Reactiva Perú Guarantees, Only 6.7% Recovered

The report faults Cofide's lack of post‑guarantee oversight that left banks' recovery practices unchecked.

Overview

  • The Comptroller's audit says 117,673 loans under Reactiva Perú were over 90 days past due between 2020 and June 30, 2025, triggering state guarantee payments.
  • Of S/ 6,031 million honored by the State, about S/ 404 million has been recovered (6.7%), S/ 2,115 million is in recovery processes (35.1%), and S/ 3,512 million is deemed unrecoverable (58.2%).
  • Auditors found Cofide only verified that banks attached loan files and did not confirm eligibility or the consistency of documentation after guarantees were paid.
  • The MEF says it approved rules to boost recoveries, allowing discounts, refinancing and portfolio sales, while stressing that supervision remains Cofide's responsibility.
  • Some media report allegations that large companies changed tax IDs to avoid repayment and that banks did not pursue collections, claims not established in the audit.
