Peru Approves Regulation Implementing New General Tourism Law

The measure follows a nationwide consultation that gathered input from more than 300 participants.

  • Supreme Decree 002-2026-MINCETUR was published in the official gazette El Peruano on Jan. 17, formally putting the regulation into force.
  • Minister Teresa Mera said the framework targets competitiveness, orderly and sustainable growth, and stronger coordination between government and private actors.
  • Mincetur developed the text through macrorregional workshops in Lima, Cusco, Chiclayo, Tarapoto, Piura and Arequipa and a public consultation under Resolution 253-2025-MINCETUR that informed the final version.
  • Provisions empower national and regional consultative committees, promote public and private investment, tighten oversight of service providers, and bolster tourist safety through protection networks.
  • The regulation updates Peru’s tourism regime after 16 years and promotes quality standards, sustainability and adventure tourism, workforce training, and safeguards against sexual exploitation of minors to support formalization and regional development.
