Peru Approves National Protocol for Managing Human Remains in Disasters

The rule ensures safe, respectful recovery, registration, custody and delivery of human remains, pressing agencies to secure funding, training and practiced coordination before a forecast high‑risk El Niño period.

Overview

  • The Presidency of the Council of Ministers published Resolution No. 005-2026-PCM/SGRD on Sunday, October 18, 2026, formally approving the Lineamientos para la Gestión y el Manejo de Cadáveres y Restos Humanos en situaciones de emergencias y desastres and requiring their posting on PCM and INDECI platforms.
  • The document, drafted by the National Institute of Civil Defense (INDECI) months earlier, sets a national framework for recovery, identification, registration, custody and dignified delivery of human remains and assigns roles across health services, police, prosecutors, municipal authorities and disaster bodies.
  • Practical application will depend on resources, trained personnel, forensic capacity, logistics and rehearsed interagency procedures because the protocol standardizes steps but does not itself provide funding or staff.
  • Publication comes as the national ENFEN office maintains an Alerta de El Niño Costero and projects a higher risk of an extraordinary El Niño for September 2026–January 2027, a context experts say increases the urgency to adopt measures such as a unique identification code for each recovered body.
  • The lineamientos respond to failures in past disasters where identification and custody broke down; the new rules aim to improve traceability for families, but authorities must show rapid coordination, clear recordkeeping and operational drills to deliver on that promise.
