Overview
- The government formalized the Plan de Deshacinamiento Penitenciario 2026–2028 on June 6, 2026 through Ministerial Resolution No. 0203-2026-JUS published in El Peruano.
- Execution was assigned to the National Penitentiary Institute (INPE) with coordination from the Ministry of Justice units that handle public defense, presidential pardons and penal policy oversight.
- INPE must present technical instruments and reporting mechanisms to monitor progress within 15 business days, and the Dirección de Política Criminológica will supervise implementation through 2028.
- The plan authorizes evaluations of legal mechanisms that could allow exits or benefits for inmates convicted of lesser offenses, with each case subject to review by the judiciary and prison authorities and safeguards to keep dangerous offenders detained.
- The strategy also funds completion or expansion of prisons in Abancay, Iquitos, Arequipa and Pucallpa and aims to improve living conditions, prison control and reintegration outcomes while aligning with the 2030 National Penitentiary Policy.
