Peru and Ecuador Hold XVII Binational Cabinet in Lima

The Lima summit is meant to deepen joint security, trade and border projects and could prompt Peru to adopt elements of Ecuador’s hardline security approach.

Overview

  • The two presidents will meet in Lima on Tuesday, October 20, for the XVII Binational Cabinet, a formal annual forum to set joint priorities and sign ministerial collaboration agreements.
  • Ecuador announced the meeting by executive decree and listed security, commerce, border integration, connectivity and sustainable development as top agenda items.
  • Ecuador’s foreign minister Roberto Kury is reported to be in Lima to join ministerial commissions including the Commission of Neighbourhood with his Peruvian counterpart Carlos Espá.
  • President Keiko Fujimori has said she intends to replicate parts of Daniel Noboa’s rapid-security tactics, including accelerated prison construction and tight cooperation on border policing.
  • Human-rights groups have documented alleged abuses in Ecuador — arbitrary detentions, forced disappearances and prison mistreatment — creating reputational and policy risks if Peru adopts those methods and deepens operational integration.
