Peru Advances Flagrancia Justice Rollout With Draft Rules and New Pilots

Executive approval by Supreme Decree remains pending to formalize the system.

  • The council sent the interinstitutional protocol for technical review with a 15‑day window to address observations and agreed to report progress to Conasec.
  • A roughly 1,500 m² site in Mateo Pumacahua (SurcoChorrillos) was assigned for a model unit, and the Judiciary will justify budget needs to the MEF.

  • In Loreto, the pilot handled more than 30 cases in its first 15 days as local security authorities praised the effort and flagged logistical needs, while Lambayeque’s model surpassed 3,800 rapid sentences and prepares to host an Amazonas delegation on September 19 to share practices.
