Perth e-scooter crash death drives calls for stricter rules

A 24-year-old British tourist has been denied bail on dangerous driving causing death charges after testing three times over the legal alcohol limit.

  • Thanh Phan, 51, died on June 3 at Royal Perth Hospital after being struck by an e-scooter at the intersection of Murray and King streets in Perth’s CBD.
  • Alicia Kemp, 24, has been charged with dangerous driving causing death and bodily harm and was denied bail as a flight risk ahead of a July 15 court appearance.
