Pedro Paulo Finalizes Sweeping Administrative Reform PEC for Filing in Brazil’s Chamber

The proposal now seeks 171 signatures for formal entry, with plenary consideration expected in November.

Overview

  • The PEC revises more than 40 constitutional articles, elevates digital inclusion to a social right and establishes an integrated national digital government strategy anchored in the national ID.
  • It creates a single remuneration table in each federative entity to be implemented within up to ten years across all branches and autonomous bodies.
  • It requires strategic plans within 180 days of a new term, annual results agreements and periodic performance evaluations tied to promotions and annual bonuses of up to two salaries, rising to four for strategic commissioned posts.
  • It abolishes benefits such as vacations longer than 30 days and licença‑prêmio, ends automatic time‑based progression and caps meal, health and transport allowances at 10% for those earning at least 90% of the constitutional pay ceiling.
  • Starting in 2027, it imposes a primary spending ceiling on states, municipalities and the Federal District that limits growth to inflation and restricts the annual incorporation of revenue gains to 2.5%.
