PCM Panel Recommends Firing Osiptel Chief Rafael Muente

The sanctioning decision now falls to Premier Eduardo Arana following a reopened disciplinary case tied to a contracted training.

  • Under procedure, the commission’s report goes to the sanctioning authority, the president of the PCM, who may accept or reject the recommendation.
  • Muente denounced the move as an attempt to “capture” Osiptel and called it political persecution for defending regulator autonomy and enforcement actions.
  • He argues the training was contracted under public procurement rules and says Contraloría and the Public Ministry found no irregularities, with Servir previously annulling a sanction.
  • The case follows a September 2024 suspension later voided by Servir and a May reopening in which the PCM removed him from functions through a precautionary measure.
