Parliamentary Panels Clear Pakistan’s 27th Amendment, Set Stage for Senate Vote

A Senate vote is expected shortly following committee endorsements.

Overview

  • A joint sitting of the Senate and National Assembly law committees approved a near-final draft, giving clause-by-clause approval to 49 changes and empowering Senator Farooq H. Naek and the law minister to make limited edits.
  • The package overhauls Article 243 to abolish the CJCSC post and create a Chief of Defence Forces, establishes a Federal Constitutional Court, and revises judicial appointment and case-transfer mechanisms.
  • The committees endorsed lifetime criminal immunity for the president, while Prime Minister Shehbaz Sharif directed the withdrawal of a separate proposal for immunity for the premier, saying it was not in the cabinet-approved draft.
  • According to parliamentary sources, the committees also backed extending the limit for deciding pending cases from six months to one year, with cases not pursued within a year deemed resolved.
  • The government plans to table the cabinet-approved bill in the Senate on Monday and has expressed confidence in securing the required supermajority, as opposition parties boycott proceedings and organize nationwide protests.
