Parliamentary Panel Orders Accountability and Phased CBT Shift for NEET‑UG

The committee ties any move to computer-based testing to government‑run district centres, mock exams, funded implementation and safeguards for disadvantaged students.

Overview

  • A Department‑related Parliamentary Standing Committee presented a report on October 9 that calls for a formal legislative accountability mechanism to make the National Testing Agency answerable to both Houses of Parliament.
  • The panel recommended moving NEET‑UG to computer‑based testing only after one government‑run centre is available in every district, extensive mock tests are held and transparent score‑normalisation methods are in place.
  • To prevent future paper leaks the committee urged the NTA to build a large, diverse and continuously updated question bank, set final papers close to exam day from that bank, and quarantine vetted experts who prepare and translate questions.
  • The report flagged major capacity gaps at the NTA and recommended hiring permanent in‑house staff with skills in psychometrics, digital testing and cybersecurity plus a dedicated internal cybersecurity team and secure exam software.
  • The panel asked ministries to explore reasonable age and attempt limits, require annual equity audits and attach budgeted, phased implementation plans to the reforms so the transition does not disadvantage rural or marginalised candidates.
