Parliament Issues Public Admonitions and Agrees Rule Change to Tackle Hate Speech

The reform would give the chamber's code of conduct legal force to define offensive speech through a new graduated sanction regime.

Overview

  • The Mesa of the Parlament, which decided on Tuesday, July 28, issued public admonitions to Sílvia Orriols and Joan Garriga after the Comisión del estatuto del diputado classified their remarks as faltas leves.
  • Those admonitions will be published in the Butlletí Oficial del Parlament, read in the next plenary and included in the deputies' dossiers with no financial fines because the commission deemed the offences minor.
  • PSC, Junts, ERC, Comuns and the CUP reached a pact that was registered on Wednesday, July 29 to amend the reglamento so the code of conduct has statutory rank and can be debated for approval in the autumn session.
  • The proposed text explicitly bans offensive and defamatory language that 'fomenta el odio', lays out which body handles investigations, and creates a three‑tier sanction scale that keeps fines up to €12,000.
  • The move aims to shore up sanctions against legal challenge and change how speech is policed in the chamber, but the PP, Vox and Aliança Catalana oppose the reform and several other disciplinary files remain open.
