Parliament Forms NDA-Dominated JPC on 30-Day Detention Removal Bills as Opposition Boycotts

The ruling-side majority panel will report on the three measures during the December 1–19 winter session.

Overview

  • Lok Sabha Speaker Om Birla appointed BJP MP Aparajita Sarangi to chair a 31-member Joint Parliamentary Committee to scrutinize three contested bills.
  • The panel includes 15 BJP MPs, 11 from NDA allies, four opposition members and one nominated member, with Supriya Sule, Asaduddin Owaisi, and Harsimrat Kaur Badal among the non-NDA names.
  • Major opposition parties such as the Congress, Trinamool Congress, DMK, Samajwadi Party, and Left groups are boycotting the committee, calling it a rubber stamp lacking legitimacy.
  • The committee will examine the Constitution (130th Amendment) Bill, the Jammu and Kashmir Reorganisation (Amendment) Bill, and the Government of Union Territories (Amendment) Bill.
  • The proposed constitutional amendment would require removal of a Prime Minister, Chief Minister, or minister detained for 30 consecutive days on offences punishable by five years or more, a change critics say risks politicising arrests and weakening federal norms.
