Parliament Clears CAPF Overhaul After Opposition Walkouts

The law formalises IPS leadership quotas in the forces, prompting warnings it could undercut a 2025 Supreme Court directive.

Overview

  • Lok Sabha approved the Central Armed Police Forces (General Administration) Bill by voice vote on Thursday after protests and walkouts, a day after the Rajya Sabha cleared it.
  • The law creates one framework for hiring, promotions, deputation and service rules across the CRPF, BSF, CISF, ITBP and SSB, and includes an overriding clause that lets new central rules prevail over earlier laws or court orders.
  • It reserves half of Inspector General posts and at least two-thirds of Additional Director General posts for Indian Police Service officers on deputation, with all Special DG and DG roles also filled by IPS officers.
  • Opposition parties sought referral to a select or joint committee, walked out of both Houses, and saw a TMC bid to send the bill to a select panel voted down, while Rahul Gandhi called the measure discriminatory and vowed repeal if elected.
  • Minister of State for Home Nityanand Rai said the overhaul will fix fragmented rules, speed up recruitment and promotions, keep benefits intact until updated rules are issued, and improve coordination between CAPFs and state police.
