Overview
- On August 5, the Rajya Sabha approved a statutory resolution to extend President’s Rule in Manipur by six months from August 13 under Article 356 of the Constitution.
- Minister of State Nityanand Rai moved the motion, which passed by voice vote after opposition MPs disrupted proceedings with slogans demanding debate on Bihar’s electoral roll revision.
- President’s Rule was first imposed on February 13 following Chief Minister N. Biren Singh’s resignation during Meitei–Kuki-Zomi violence, placing state legislative powers with Parliament and the governor’s functions with the President.
- Nityanand Rai asserted that no deaths have occurred during eight months of central administration and that unrest was triggered by a High Court reservation order rather than communal tensions.
- Ethnic clashes between the Meitei majority and Kuki-Zomi tribes since May 2023 have killed at least 260 people and displaced nearly 60,000 residents.
