PARAKH Survey Reveals Modest Foundation Gains and Deepening Gaps in Higher Classes

The Ministry of Education plans multi-tier workshops to convert PARAKH findings into district-specific action plans addressing stage-wise proficiency gaps

Overview

  • The PARAKH Rashtriya Sarvekshan 2024 assessed 21.15 lakh students in Classes 3, 6 and 9 across 74,229 schools in December 2024 under a competency-based framework aligned with NEP 2020 stages
  • Class 3 learners posted national averages of 64% in language and 60% in mathematics, up from 2021 but still short of the 2017 pre-Covid benchmarks of 66.7% and 63%
  • Preparatory and middle-stage assessments show students in Classes 6 and 9 scoring below 50% in all subjects except language, indicating widespread post-pandemic learning deficits
  • Mathematics deficits were most severe: under 60% of Class 3 pupils could handle two-digit operations, fewer than 50% of Class 6 students recognised simple number patterns and only 28% of Class 9 students applied percentage concepts
  • To tackle these shortfalls and entrenched inequities—such as lower maths scores in central government schools and among ST students—the ministry will roll out phased data workshops, teacher training and tailored district-level roadmaps
