Paraguay Judge Approves Extradition of Alleged Peruvian Gang Leader Erick Moreno

The ruling now requires coordinated transfer logistics under a specialty condition, with a five-day window for an appeal.

  • Judge Clara Ruiz Díaz granted Peru’s request to extradite Erick Luis Moreno Hernández, alias “El Monstruo,” who is wanted on charges including homicide, contract killing, extortion and aggravated robbery.
  • The court applied the principle of specialty, limiting any prosecution to the offenses listed in the request and prohibiting transfer to a third country without Paraguay’s consent.
  • Paraguayan authorities notified the Supreme Court, Peru’s foreign ministry, the National Police and Interpol, and Peru must submit a travel itinerary and names of escort personnel before the handover.
  • The defense has five days to appeal the decision, and Moreno remains in Emboscada maximum-security prison while judicial and diplomatic steps proceed.
  • Moreno was arrested in September in San Lorenzo near Asunción after coordinated intelligence operations, and his mother was separately placed in Lima’s Chorrillos women’s facility under a prior court measure.
