Pakistan to Attend Indus Neutral Expert Hearings in Vienna as India Boycotts

International adjudicators are pressing ahead with staged determinations despite India’s suspension of obligations under the 1960 water pact.

Overview

  • Pakistan said it will fully participate in Neutral Expert proceedings set for November 17–21 in Vienna.
  • Indian government sources confirmed New Delhi will skip the Vienna hearings after placing the Indus Waters Treaty in abeyance in April.
  • The Neutral Expert determined that India’s non-participation does not prevent the process from moving forward.
  • On November 8, the Permanent Court of Arbitration clarified that Annexure D paragraph 8(a) restricts any design features that could raise reservoir levels and that these limits apply at the planning stage.
  • The Court of Arbitration issued a Procedural Order to continue arbitration in phases and invited written observations on the Neutral Expert’s status and possible future steps.
