Pakistan Sets Dec. 4 NFC Session to Reopen Revenue-Sharing Formula

IMF oversight looms over federal plans to trim provincial shares.

Overview

  • The inaugural 11th NFC meeting will convene in Islamabad on December 4, chaired by Finance Minister Muhammad Aurangzeb with provincial finance ministers and invited technocrats in attendance.
  • Officials say IMF proposals will be taken up and the Fund will monitor proceedings, following its governance diagnostic that urged tighter reporting by the SIFC and broader tax reforms.
  • Federal options on the table include reducing the provinces’ collective 57.5% share, revising horizontal weightings, shifting parts of the development program and BISP to provinces, and seeking provincial cost-sharing for major federal outlays.
  • Khyber Pakhtunkhwa Chief Minister Sohail Afridi plans to attend while pressing for more than Rs3 trillion in outstanding dues, a larger share reflecting merged districts, and funding commitments such as the Chashma Right Bank Canal.
  • The maiden session will set strategy, form thematic sub-groups, and schedule rotating sittings, with officials warning the negotiations could stretch six to eight months.
