Pakistan Launches Tax Policy Office, Limits FBR to Collection

The move fulfills an IMF reform condition to separate tax policy from revenue collection.

Overview

  • The new office will operate independently within the Finance Ministry, with tax policy-making moved out of the FBR as the FBR focuses on collection.
  • Finance Ministry officials confirmed activation and key appointments, naming Dr. Najeeb Ahmed Memon as head for a two-year term.
  • Naeem Hassan, Fida Mohammad, Munir Ahmed and Ijaz Hussain were appointed directors for business, international, direct/indirect and personal taxation, respectively.
  • All appointees will serve under the Special Professional Pay Scale to emphasize professional, merit-based staffing.
  • The office will craft policies for income tax, sales tax and federal excise, with work on FY2027 measures starting next week and full operations expected after finalising rules.
