Overview
- The WAPDA Security Force Act, 2026 was introduced in the National Assembly on Monday, May 25, 2026, and has been sent to parliament for approval to create a dedicated force for water-sector assets.
- The bill says the new force will protect dams, powerhouses, equipment, offices, residential compounds and workers with special emphasis on Chinese nationals working on WAPDA projects.
- Organisational rules in the draft place federal superintendence with operational control at WAPDA, set a director general post likely to be filled from the armed forces, and prescribe a distinct uniform, insignia and notified areas of operation.
- The force is designed to operate alongside the Pakistan Army, Rangers, Frontier Constabulary, local police and intelligence agencies and its members will fall under the Essential Services Act while being barred from outside employment and some industrial-labour law protections.
- The measure responds to deadly militant attacks, including at Dasu in November 2021 and March 2024, and aims to restore investor confidence and keep construction moving but will only take effect after parliamentary approval and an operational rollout that includes training and equipment.
