Pakistan, China, Iran and Russia Press Kabul on Terror, Reject Return of Foreign Bases in UNGA Statement

The communique links counterterror pressure to humanitarian relief, economic recovery, sanctions reform.

Overview

  • The joint statement followed a fourth quadripartite foreign ministers’ meeting convened by Russia on the sidelines of the 80th UN General Assembly in New York on September 25.
  • It names Al‑Qaeda, ISIL, the Tehreek‑e‑Taliban Pakistan and the Balochistan Liberation Army as threats and urges Afghan authorities to take “effective, concrete and verifiable” steps to dismantle camps, financing, recruitment and weapons access.
  • The four countries oppose any reestablishment of foreign military bases in or around Afghanistan and stress respect for the country’s sovereignty, independence and territorial integrity.
  • They call for scaled, non‑politicised humanitarian aid, support for Afghanistan’s economic recovery and regional connectivity, and adjustments to the 1988 UN sanctions regime to reflect current realities.
  • The statement urges conditions for dignified voluntary refugee returns, praises Pakistan and Iran for hosting millions, and reiterates support for inclusive governance and women’s rights as media report President Trump seeking a renewed US presence at Bagram that Afghan officials publicly reject.
