Overview

  • A six-week public consultation will run from June 23 to early August ahead of a cabinet decision in September on whether to introduce the charge.
  • The £5 daily levy would apply from 7am to 7pm at six camera locations across Oxford and remain in force until traffic filter trials start around August 2026.
  • Permits would grant up to 100 free travel days for residents in the Oxford permit area and unlimited access for central zone permit holders, with free exemptions for Blue Badge holders, health workers, carers and mobile traders.
  • More than 9,500 residents and business groups have signed a petition opposing the charge over concerns that it would penalize low-income households and harm city enterprises.
  • Any surplus revenue is earmarked for discounted bus fares, park-and-ride parking and other travel improvements to reduce pollution and improve public transport.
