Oxford’s Temporary £5 Congestion Charge Set for Oct. 29 as Cameras and Signage Go In

The scheme proceeds despite strong public opposition, with campaigners threatening judicial review over how the consultation was handled.

Overview

  • Oxfordshire County Council has begun installing ANPR cameras and updating signs ahead of the launch covering six routes across the city.
  • Patients and staff have new guidance for accessing John Radcliffe, Churchill and Nuffield Hospitals, with charges on nearby roads applying Monday to Saturday from 7–9am and 3–6pm.
  • For three months from Oct. 29, park-and-ride trips to the hospitals are free with a valid parking ticket, frequent hospital patients living in Oxford can claim exemptions, and emergency vehicles are exempt.
  • Residents can use permits and day passes (up to 100 per year for Oxford residents and 25 for Oxfordshire residents), with the council advising applications about 10 working days before go-live.
  • The temporary charge runs until Botley Road reopens, expected August 2026, after which a traffic-filter trial will issue £70 fines reduced to £35 if paid within 21 days.
