Oxford Sets 29 October Start for Temporary £5 Congestion Charge

The council describes the measure as a short-term response to Botley Road works to cut traffic and keep buses moving.

Overview

  • An online permit portal is live, with standard permits valid for 12 months plus 100‑day passes for the Oxford permit area and 25‑day passes for the wider county.
  • Drivers of cars will pay £5 once per day, which allows unlimited crossings of the charge points on the same day.
  • Charging will operate on Hythe Bridge Street, St Cross Road, Thames Street and St Clement’s Street daily from 7am to 7pm, and on Marston Ferry Road and Hollow Way Monday to Saturday from 7am to 9am and 3pm to 6pm.
  • Vans, buses and motorbikes are automatically exempt, with permits available for residents, blue badge holders, care workers, mobile traders and frequent patients, plus new permits for sports or military training members and for Oxford-based business vehicles.
  • The scheme is due to run until Botley Road reopens, expected in August 2026, with revenue ringfenced for public transport improvements such as discounted park‑and‑ride, cheaper bus fares and enhanced services.
