Oxford Approves Temporary £5 Congestion Charge to Start by 10 November

The measure is designed to speed up buses during the Botley Road closure.

Overview

  • Oxfordshire County Council’s cabinet voted unanimously to introduce a £5 daily charge at six camera‑enforced points, with go‑live set no later than 10 November.
  • The charge runs 7am–7pm daily on Hythe Bridge Street, St Cross Road, Thames Street and St Clement’s Street, with peak hours on Marston Ferry Road and Hollow Way Monday to Saturday.
  • Permits and exemptions apply, including up to 100 annual day passes for Oxford residents and 25 for other Oxfordshire residents, and exemptions for Blue Badge holders, emergency vehicles, business use, patients and carers.
  • Bus operators support the move as the council seeks to meet a contracted 10% improvement in bus journey times by December 2025, while a new group, Open Roads for Oxford, is preparing legal action after a consultation showed 74% negative responses and a petition exceeded 13,500 signatures.
  • The council projects £3.2m net revenue over 10 months ringfenced for transport, plans free park‑and‑ride fares in November–December, says hospital routes will remain payable‑charge free, and intends to end the scheme when Botley Road reopens before replacing it with traffic filters.
