Overseas Etomidate Abuse by Singapore Citizens and PRs Now Prosecutable at Home

The policy follows the Sept 1 listing of etomidate as a Class C drug under the Misuse of Drugs Act.

Overview

  • Immigration and Checkpoints Authority recorded 76 large smuggling attempts at checkpoints and 57 via postal channels from Sept 15, 2024 to Sept 14, 2025, seizing more than 500,000 vapes and components.
  • On Sept 15, officers found over 18,400 vapes and 1,400 parts in a lorry at Tuas Checkpoint, marking the largest land-checkpoint haul since tougher penalties took effect.
  • More than 10,000 officers are now empowered to enforce against vape offences, up from about 5,000 two weeks earlier, with joint operations at nightlife venues and institutes of higher learning.
  • First-time etomidate abusers face fines of S$700 for adults or S$500 for those under 18 and up to six months of rehabilitation, with mandatory supervision, testing and treatment escalating for repeat offenders.
  • HSA detected nearly 10,000 possession or use cases in the first eight months of 2025, including 70 involving etomidate-laced devices, with more than half of users under 25, as CNB dismantled a Kpod syndicate and arrested eight people.
