Ositrán Poised To Rule on Jorge Chávez Transfer Fee With Minister Targeting Nov. 19

Uncertainty grows because the item does not appear on Ositrán’s formal agenda.

Overview

  • Transport Minister Aldo Prieto told Congress the regulator would deliver the definitive TUUA transfer calculation on Nov. 19, though RPP found the issue absent from the Order of the Day and noted it appears only for informational review.
  • The MTC says it is pursuing a technically grounded, consensual outcome and has led more than 10 multisector meetings since Oct. 23 while evaluating possible contract changes and DGAC rule updates for ticketing.
  • Lima Airport Partners has delayed charging the international transfer fee until Dec. 7 and the domestic charge remains on hold pending negotiations, with provisional amounts of US$12.67 (international) and US$8.01 (domestic) still in place.
  • LAP’s legal manager warned the company will not accept a zero value for the transfer fee and will pursue legal remedies, including arbitration, if a zero tariff or forced contract alteration is imposed.
  • MINCETUR estimates the fee could deter about 27,000 foreign visitors annually and lead to up to US$89 million in losses for inbound tourism, raising concerns about Lima’s hub competitiveness.
