Osaka Police Refer MBS and Three Staff Over Expo Drone Flight Procedures

The case centers on a missed flight plan notification to the transport ministry required before operating the drones.

Overview

  • Osaka Prefectural Police on September 26 referred Mainichi Broadcasting System and three filming staff on suspicion of violating the Aviation Law.
  • The drones were used to film the "1万人の第九 EXPO2025" performance at the Osaka–Kansai Expo venue on April 13, the opening day of the expo.
  • MBS says it obtained flight permission and completed Osaka Prefecture procedures but failed to submit the required flight plan notification to the transport ministry.
  • The paperwork lapse was pointed out by police in late July, according to the company.
  • MBS reports no flight trouble occurred and says it will strengthen internal checks on drone operations.
