Opposition Seeks to Force Review of Milei’s Intelligence Decree in Congress

Bicameral committees are being requested to open a path to floor votes once statutory deadlines kick in later in January.

Overview

  • Opposition blocs Unión por la Patria and Unidos formally asked chamber leaders Martín Menem and Victoria Villarruel to constitute the bicameral bodies that review decrees and oversee intelligence.
  • DNU 941/25 remains in force and, according to Law 26.122, the Executive has up to roughly January 15 to send the text to Congress, after which the Legislative Procedure committee has ten business days to issue an opinion.
  • Opponents argue the decree makes all intelligence activities covert, extends counterintelligence across the public sector, and allows intelligence personnel to apprehend people in flagrante, which they say risks a secret‑police role.
  • Initial vote counts to reject the decree center on 93 deputies from Unión por la Patria, about 20 from Unidos, and 4 from the Left, with additional swing votes in play toward the 129 needed if the full chamber is present.
  • The PRO bloc led by Cristian Ritondo signaled caution, stating it will await application protocols and complementary regulation before a final stance, as lawmakers target late‑January committee action and potential early‑February floor sessions.
