Operation Caudal Nets Leaders of Alleged Water-Theft Syndicates Across State of Mexico

The FGJEM-led crackdown targets union-front networks accused of steering illegal water extraction across 48 municipalities.

  • Authorities reported new arrests of priority targets including Juan Manuel “El Maya” (Los Mayas), Ricardo N. (La Chokiza), Cristian Jesús “Gimy” or “Jimmy”, Juan N. (FITTAM/SUTMEX), Guillermo N., and María del Carmen N.
  • Police say Los Mayas ran illegal tanker operations in Acolman, Coacalco and Ecatepec, and during El Maya’s capture seized firearms, cartridges, narcotics, vehicles and clothing that mimicked official uniforms.
  • In the operation’s first phase, agencies intervened 189 properties, located 51 wells and 138 clandestine connections, and secured 322 water tankers plus 37 additional vehicles.
  • FGJEM executed 72-hour deployments with the Navy, Defense Ministry, National Guard, state and municipal police, and water authorities Conagua and CAEM.
  • Prosecutors link the targeted groups to extortion, land dispossession and other violent crimes, and the closures have triggered local road blockades over water service as detainees remain in custody pending legal rulings.
