OpenAI, Sur Energy Sign Letter of Intent for Up to $25 Billion AI Data Center in Patagonia

The plan advances OpenAI’s Stargate network into Latin America, with RIGI review, site choice and financing decisions still ahead.

Overview

  • OpenAI and Sur Energy presented the Stargate Argentina letter of intent to President Javier Milei, outlining a facility of up to 500 MW powered by renewable energy.
  • Sur Energy will develop and finance the project with a yet-to-be-named cloud infrastructure partner, while OpenAI will act as the offtaker for the compute capacity.
  • Project backers plan to apply to Argentina’s RIGI regime to secure fiscal, customs and foreign-exchange benefits for large-scale investments.
  • Construction is targeted to start in 2026, with an initial phase of about 100 MW expected to be online by late 2027 before scaling toward full capacity.
  • OpenAI describes this as its first Stargate project in Latin America, and proponents say it could create thousands of jobs and generate exportable digital services.
