OpenAI Expands ChatGPT Ads to Germany and Europe and Launches ChatGPT for Teens

The company says labeled, topic-matched ads will fund costly AI operations by running for free and low-cost plan users while EU personalized ads remain off unless users opt in.

Overview

  • OpenAI has widened visible, clearly labeled ad tests into new countries including Germany, France, Ireland and Singapore after trials that began in the US earlier this year; the ads appear beneath AI responses and match the current chat topic and prior interactions when allowed.
  • The initial ad rollout targets two groups: free ChatGPT users and subscribers to a low-cost plan called ChatGPT Go, while OpenAI also offers a separate free, ad-free tier that comes with lower usage limits and restricted features.
  • For users in the EU/EEA and Switzerland OpenAI has disabled personalized ads by default and requires explicit consent before using past chats or stored memories to tailor ads, and the company says advertisers will not get access to individual chat transcripts.
  • On Tuesday OpenAI introduced ChatGPT for Teens, which auto-activates for accounts identified as ages 13–17, applies stricter content limits, a Study Mode that prompts questions instead of giving direct answers, pause reminders and parental controls with safety notifications.
  • The moves reflect a push to generate ad revenue to cover heavy model and infrastructure costs—OpenAI set an aggressive long-term ad target and recently hired a chief revenue officer—raising debate about privacy, youth safety, regulatory scrutiny and whether ad goals are realistic.
