Ontario Sends Supervisors to Four School Boards in Toronto, Ottawa and Peel

The move responds to financial mismanagement across multiple boards, alongside legislation to broaden ministerial control over school governance.

PC MPP Paul Calandra speaks during Question Period at Queen's Park in Toronto on Tuesday, May 13, 2025.
The Toronto District School Board is one of four school boards that has been taken control of by the province.
The TDSB, alongside other public and Catholic school boards, will be appointed a supervisor to oversee their financial conduct.
Education Minister Paul Calandra said Friday that the province has appointed supervisors to four more school boards, including the Toronto District School Board.

Overview

  • On June 27, 2025, Education Minister Paul Calandra appointed supervisors to the Toronto District, Toronto Catholic, Ottawa-Carleton and Dufferin-Peel Catholic boards following deficit and spending concerns.
  • Provincially appointed supervisors will take over day-to-day decisions on budgets, bylaws and facilities, effectively sidelining elected trustees.
  • This action builds on an April intervention at the Thames Valley District School Board and probes into irregular expenses such as a $145,000 trip by the Brant Haldimand Norfolk Catholic board.
  • Proposed legislation would allow the minister to intervene in boards for governance issues beyond financial mismanagement and remove trustees without a third-party recommendation.
  • The Ottawa-Carleton board entered supervision after depleting its reserves and budgeting with an $18.1 million shortfall, reflecting similar financial pressures at other affected boards.
