Overview
- The ONP approved the operational regulation on September 14, 2026, to implement Law No. 32123 and allow affiliates of private pension funds (AFP) to apply for semicontributory, state‑complemented pensions.
- The new rules set a S/600 monthly minimum for those with about 240 UdA (roughly 20 years) and two proportional tiers of S/400 and S/300 for 15–<20 years and 10–<15 years of contributions respectively.
- Applicants must start the process with their AFP or fund manager, the AFP forwards the file to the ONP, the ONP has up to 30 business days to decide, and approved AFP balances must move to the ONP within 15 calendar days; acceptance is irreversible.
- The regulation limits eligibility for affiliates who withdrew from their Individual Capitalization Account (CIC) after the law took effect, allows ONP recognition of prior SNP contributions for UdA, and conditions access to the Bono de Reconocimiento.
- Practical access requires systems changes by AFPs, EAFs and the ONP that may take up to 100 business days so claims should be accepted around late January–February 2027 and voluntary transfers via the PAST platform begin June 1, 2027, affecting choices retirees will need to weigh carefully.
