Overview
- The ONP published the Reglamento Operativo de Traslados on Friday, September 11, 2026, to implement Law No. 32123 and set formal procedures for moves between the Sistema Nacional de Pensiones and the Sistema Privado de Pensiones.
- Requests for transfer advice and intake will begin through the Plataforma de Afiliación Segura y Transparente (PAST) on June 1, 2027, after administrators finish internal changes by May 31, 2027.
- Transfers will be voluntary, pensioners by retirement or disability will be barred from moving, and affiliates must remain at least 24 months in a regime before requesting another transfer.
- The rule lets ONP affiliates moving to AFPs request a Bono de Reconocimiento tied to prior contribution periods (1992, 1996, 2001) that requires meeting eligibility rules such as minimum months of contribution and is paid into the private account on retirement or similar events rather than as an immediate cash payment.
- When an affiliate goes from an AFP to the ONP, the AFP must transfer 100% of the mandatory contribution balance to the Fondo Consolidado de Reservas while voluntary savings stay with the AFP, and the SBS will issue complementary norms to finalize operational and supervisory details.
