One in Five Muslim Prisoners Are White, MoJ Data Show

The gap with the general population has prompted concern that recruitment or pressure to convert in some jails could expose weaknesses in prison safety and oversight.

Overview

  • Press coverage on Tuesday highlighted Ministry of Justice figures showing Muslim inmates rose from 14,037 in 2022 to 16,051 by June 30, 2025 and that white Muslims in prison rose from 2,767 to 3,218 in the same period.
  • Those numbers produce the reported finding that one in five Muslim prisoners is white compared with 5.8 percent of Muslims being white in the general population.
  • Independent reviews led by Jonathan Hall KC in 2022 and Colin Bloom in 2023 documented Islamist prisoners acting as influential leaders who used gifts, threats and intimidation to recruit or press conversions in some prisons.
  • The Ministry of Justice reiterated that it does not tolerate faith-based coercion and said staff act to clamp down on threatening behaviour, while campaigners and the shadow justice secretary have called for an urgent investigation.
  • Coverage notes limits to the data because officials say numbers alone do not prove causation and reviewers say some conversions are also pragmatic responses to prison life, but it warns the issue could force changes in prison intelligence, staffing and inmate protection.
