One in Five Crimes in Spain Now Involves Cybercrime, Prosecutors Say

Prosecutors said the shift demands new specialist teams, tougher prevention, wider international cooperation to counter emerging tools such as AI, deepfakes or criptoactivos.

Overview

  • The Fiscalía presented its 2025 Memoria on Thursday, September 10, 2026, reporting that cyber-enabled judicial procedures rose about 24.7% and now make up roughly 19.85% of recorded crime in Spain.
  • Procedures for child sexual abuse material climbed 26% in 2025 versus 2024 to 865 cases, and the office flagged more than a 33% rise in sexual offences against minors committed online.
  • In 2025 minors were the accused in 20.6% of cases for sexual offences (4,459 of 21,659), and investigations involving children under 14 jumped 74.21%, a figure the Fiscalía cautions must be read with care because of regional registry problems.
  • Despite the rise in sexual-exploitation cases, about 85.5% of cybercrime procedures remain telematic fraud, while reports of cyberharassment and online grooming have also increased and show growing overlap with child exploitation files.
  • The Fiscalía linked trends to early exposure to pornographic content, influencer culture and substance use, and urged specialized prosecutors, prevention programs, stronger interinstitutional and cross-border cooperation, and updated investigative tools that respect fundamental rights.
