Ombudsman Orders Payouts as Cambridgeshire and Tower Hamlets Fail to Secure SEN Support

Both councils apologised, accepted the findings, promised service changes.

Overview

  • Cambridgeshire was told to pay £4,700 after a child received no education from December 2023 to July 2024 and the council delayed its EHC decision by seven months.
  • In a separate Cambridgeshire case, the council paid £3,700 for lost education across 2023–2024 and for delays that hindered the parent’s right to appeal a final EHC Plan.
  • A third Cambridgeshire ruling found two children missed key interventions because the council failed to verify delivery of EHC Plan support, leading to a £3,300 payment and staff reminders on legal duties.
  • Tower Hamlets was ordered to pay more than £5,000 after failures to arrange suitable education for around two terms and poor communication that caused distress and uncertainty.
  • Both authorities cited surging demand for SEND services and referenced expected national SEND reforms this autumn while stating they have begun implementing improvements.
