Official Data Shows Jammu Got 82% of J&K Social-Category Certificates in Two Years

An Assembly reply has sharpened demands for proportional reservation in the Union territory.

  • The Revenue Department told the Assembly 676,670 of 821,755 total certificates were issued in Jammu’s 10 districts, versus 145,085 in Kashmir.
  • SC, ST and EWS certificates were concentrated in Jammu — SC 69,794 vs 474 in Kashmir, ST 525,778 vs 76,656, EWS 18,945 vs 2,441.
  • RBA was the outlier, with 31,804 certificates in the Valley compared with 15,595 in Jammu, while ALC skewed to Jammu at 2,796 vs 484.
  • PDP MLA Waheed Parra called the pattern “deliberate structural disempowerment” of Valley residents and sought reservation rationalisation.
  • The NC said issuance rests largely with the bureaucracy reporting to the LG, as a cabinet sub-committee’s reservation report awaits further action.
