Overview

  • Ofcom has opened investigations into 4chan, First Time Videos—including FTVGirls.com and FTVMilfs.com—and seven file-sharing services over suspected failures to protect children and curb illegal content.
  • The probes will examine if First Time Videos lacked “highly effective” age verification measures and if the file-sharing platforms facilitated the distribution of child sexual abuse material.
  • None of the targeted services responded to Ofcom’s legal information requests after receiving complaints about illegal activity and potential sharing of abusive content.
  • Companies found in breach of the act could face fines up to £18 million or 10% of global turnover, and Ofcom may seek court orders to block UK access to noncompliant services.
  • Ofcom expects to expand enforcement when additional provisions of the Online Safety Act come into force at the end of July 2025.
