OECDCisco Study Finds Emerging Economies, Led by India, Outpace Rich Nations in Generative AI Use

Researchers warn that low AI readiness could blunt gains from rapid, youth-led adoption.

Overview

  • India, Brazil, Mexico and South Africa rank highest for generative AI uptake, with under‑35s reporting the most frequent use, greatest trust and strongest engagement in training.
  • India stands out with 66.4% active users, over 89% saying AI is useful, more than 84% expressing trust, 77.9% having completed training and 56.8% planning further training next year.
  • Heavy recreational screen time is most common in the leading adopter countries, and usage above five hours a day correlates with lower life satisfaction, particularly among younger users.
  • Findings come from an early‑2025 poll of 14,611 people across 14 countries conducted to OECD best‑practice standards for reliability and national representativeness.
  • Cisco’s 2025 AI Readiness Index reports only about 14% of organizations are prepared to scale AI responsibly, as the company points to large skilling efforts including a consortium goal to upskill 95 million people, 28 million Networking Academy learners to date and 26,000 Cisco employees trained in AI.
