OECD TALIS 2024: Japan’s Teachers Log Longest Workweeks as Classroom AI Use Lags

The new OECD survey adds the first classroom AI measure, setting a baseline that shows Japan well below international uptake.

Overview

  • OECD released its 2024 Teaching and Learning International Survey on October 7, introducing AI-use questions for the first time.
  • Japanese teachers reported the longest weekly hours among surveyed countries at 52.1 hours in elementary schools and 55.1 hours in lower-secondary schools, compared with international averages of 40.4 and 41.0 hours.
  • Working hours in Japan decreased by about four hours since the 2018 cycle, yet the data highlight relatively long administrative workloads alongside shorter time spent teaching.
  • Only 16.0% of elementary and 17.4% of lower-secondary teachers in Japan used AI in lessons over the past year, roughly half the international averages of 36.9% and 36.3%.
  • Large shares of Japanese teachers believe AI can support individualized learning, while about half express concern that it could reinforce biased viewpoints.
