Odisha Clears Labor Amendments Allowing Women’s Night Shifts, 10-Hour Workdays and 24x7 Operations

Officials describe the overhaul as an ease-of-doing-business push that ties consent-based night work to strict employer safety obligations.

Overview

  • The state cabinet approved amendments to the Odisha Shops and Commercial Establishments Act, 1956, and the Factories Act to codify the changes.
  • Women may work night shifts in private establishments with written consent under conditions such as GPS-tracked transport, driver background checks, CCTV-covered well-lit facilities, and a minimum of three women on duty.
  • Daily working hours for shops and establishments rise from nine to ten, with overtime payable at double rates for work beyond 10 hours a day or 48 hours a week.
  • The overtime ceiling increases to 144 hours over three months, and establishments gain the option to operate round the clock throughout the year.
  • Establishments employing 20 or more workers come under Employee State Insurance coverage, with the government asserting the reforms will boost investment, productivity and worker earnings.
