Odisha Cabinet Approves 15-Point Reforms: Decriminalisation, Factory Hour Flexibility, ₹1,600-Crore Sanitation Plan

  • The Odisha Jan Vishwas Ordinance, 2025 replaces imprisonment for minor procedural lapses with graded civil penalties and enables faster administrative adjudication.
  • A Factories Ordinance permits up to 10-hour workdays within a 48-hour week, allows women to work any shift with written consent and safeguards, and revises overtime with a 12-hour daily cap.
  • The state launched Swachha Odisha with an outlay of ₹1,600 crore over five years from 2025–26 to strengthen urban waste management in local bodies.
  • Major water approvals extend ISS-2.0 for 2025–30 at ₹19,941 crore, clear a ₹1,790-crore intra-state river linking scheme, continue the Nabakrushna Choudhury Secha Unnayan Yojana at ₹1,437 crore, and sanction a ₹211.87-crore Mega Lift cluster in Sambalpur.
  • The Food and Procurement Policy for Kharif 2025–26 targets procurement of 93 LMT of paddy with e-KYC based SMS intimation and farmer payments within 24–48 hours, prioritising small and marginal producers.
